Implementing Rules and Regulations:

I. Background
The Meals on wheels ni Bobby Project is a special project aimed at providing employment opportunities to deserving Pasiguenos through selling of various food items.

II. Beneficiaries
Members must be:
-Resident of Pasig City
-Tsibug Pampalusog feeding program participant.

III. Requirements
• Certification from CHO
• Health Certificate
• VRR No.
• Police/NBI Clearance
• A citizen of good standing

IV. Fees
A rental fee of P1,000/month is imposed. Said rental fee shall be paid after 3 months upon release of said 'Meals on Wheels ni Bobby'.

V. Incentives
A grace period of 3 months shall be given to beneficiary/lessee as an incentive. Rental fee for the 1 st 3 months is waived.

VI. Penalties

Light Offenses
• Illegal vending
• Not in prescribed uniform

Grave Offenses
•  Improper disposal of waste/garbage
•  Delinquent payment - 3 months consecutive
•  Use of the Jeep on out of town trips
•  Sublease/subcontracting the Meals on Wheels ni Bobby
•  Engaging in illegal activities
•  Selling/serving of spoiled food items
•  Unsanitary food selling/food servicing (e.g. hair found in food items and the like)

Note: 3 light offenses = 1 grave offense
3 grave offenses = confiscation of the Meals on Wheels ni Bobby

VII. Termination of Agreement
• If beneficiary/lessee wishes to terminate the contract, a written notice shall be submitted one (1) month prior to date of termination.

• Beneficiary/lessee shall state reason/s for said termination. The First Party reserves the right to terminate/cease the Agreement upon findings of just cause/s as a result of violation/s committed by second Party.

VIII. Other Conditions

  1. Beneficiaries/lessees of this project shall abide by Rules and Regulations enforced by the City Government through the Traffic Management Unit Office. The Metro Manila Development Authority (MMDA), the Eastern Police District. (EPD) and the City Health Office (CHO).
  2. Selling shall be limited to Pasig City area. Business operating hours shall be minimum of eight (8) hours and maximum of sixteen (16) hours per day.
  3. A Maximum of 6 persons shall be allowed to operate the Meals on Wheels ni Bobby (including Driver; a music theme (song/jingle) will be provided to be played during operating hours and as they travel. Videoke, karaoke machines shall be prohibited.
  4. Beneficiary/lessee shall be provided uniforms to be used at all times during business operation. Business permit shall be displayed in a conspicuous area of the Meals on Wheels ni Bobby. Cooking paraphernalia such as aprons, hairnets, disposable gloves, hand towels, shall be required. Service crew shall maintain proper hygiene (clean, short nails, closed shoes, and shall not be allowed to wear jewelry except watch and/or stud earrings). Use of appliances such as electric fans and televisions sets may be allowed.
  5. Gasoline and other expenses in relation to the operation of the Meals on Wheels ni Bobby shall be for the account of the beneficiary/lessee. Necessary expenses caused by wear and tear shall likewise be for the account of the lessees. Fire extinguisher for safety purposes is required.
  6. The meals on Wheels ni Bobby shall not be used for any private or out of town trips. Beneficiary/lessee is prohibited to sublease or subcontract the said Meals on Wheels ni Bobby.
  7. Beneficiary/lessee must not engage in any illegal activities or business not connected to the Meals on Wheels ni Bobby project, to wit: selling of cigarettes, drugs and alcoholic beverages.
  8. Proper disposal of garbage, waste and sanitation rules shall be at all times observed. Beneficiary/lessee shall abide by inspection by authorized representatives at any reasonable hour during its operations. Inspection may include examining the vehicle and its facilities and food taste testing. Proper waste segregation which is a project of the city government shall be strictly adhered to. Thereafter, recommendations of authorized representatives shall be properly noted.
    Food service crew team members afflicted with sickness, disease shall be exempted from engaging in selling only during the period he/she sick. After clearance from the doctor, he/she can return to work.
  9. Beneficiary/lessee shall accommodate requests by the City Government of Pasig for the use of the Meals on Wheels ni Bobby for special occasions organized by the City /such as fiestas, inauguration and the like.
  10. Duration for the use of the Meals on Wheels ni Bobby shall be for a period of six (6) months. This scheme shall be renewable every six (6) months for a maximum duration of two (2) years. However, in case of violations, said Meals on Wheels ni Bobby shall be forfeited and all existing payables shall be due and demandable.
List of Food Items to be sold at Meals on Wheels ni Bobby'
  1. Beneficiaries/lessees shall submit a list of food items (cycle menu) Containing a variety of food items every week (every Friday)
    Ex. 4 viands 2 merienda (snack) 1 sandwich 1 dessert 3 assorted beverages - 1 hot, 2 cold Chips and candies
  2. Must introduce 3 new items each week.
  3. Serving of tap water is prohibited
  4. Raw ingredients used, mineral bottled water sold must be a BFAD approved product. Generic raw materials and the like are not allowed.
  5. Prices of food items must be reasonable and affordable. Cash register is required. Tape receipt must be issued to customers.
  6. Spoiled food, recycled, re-heating of recycled food shall be strictly prohibited.
  7. All equipment/utensils shall be sterilized, washed thoroughly and dried for sanitation purposes before use.
  8. Food containers, storage space and manner of storing food shall be in an unpolluted, uncontaminated and sanitized area.
    Note: The Meals on Wheels ni Bobby vehicle must be parked at least 25 meters away from any garbage disposal area, public restrooms, creeks, canal, dumpsite or any facility that would contaminate or endanger the food items to be served.
  9. All equipment/tools must be utilized, namely: steamer, griller, fryer, water and beverages dispenser.
  10. Weekly meeting during the 1 st month of operation shall be set with all group members present. On the second month of operation, meetings shall be held once a month with the team leader. Contact number (mobile phone) shall be recorded by the PLFI and constant communication between the two (2) parties shall be observed. Food service crew shall at all times be courteous, observe good manners when dealing with customers and a good example for the citizens of Pasig .
